TOWN OF KINGSTON
TOWN BOARD MEETING
October 6, 2003
The regular town board meeting of the Town of Kingston was called to
order by Deputy Supervisor Stan Kern at 7:30 PM at the Town Hall.
Present were: Councilman/Deputy Supervisor Kern, Councilman Smith,
Councilman Queipo, and Councilman Gaddy. Supervisor Weiss was absent
due to the holiday. There were eight townspeople also present.
Motion to approve town board minutes as amended and the work shop
minutes as written by Councilman Smith and seconded by Councilman
Gaddy. All present were in favor.
Supervisor's report was read by Deputy Supervisor Kern.
Town Clerk's report was read by the Town Clerk.
Motion to transfer $2,920.00 from A2030.3 Town Buildings to A1355.11
Data Collection Services was made by Councilman Smith and seconded by
Councilman Queipo. All present were in favor.
Motion to pay General Bills #352 through #362 for $5,611.95 and #363
through #387 for $10,922.17 and Highway Bills #388 through #397 for
$4,389.41 was made by Deputy Supervisor Kern and seconded by Councilman
Gaddy. All present were in favor.
Karl Schuerzinger requested to purchase reference materials. Motion to
approve Karl's request was made by Councilman Queipo and seconded by
Councilman Smith. All present were in favor.
Councilman Gaddy submitted from the NYS Comptroller's Office info on a
teleconference to be held in Kingston on October 22, 2003. The
teleconference was on Finding Funds for Public Water and Sewer Projects.
Councilman Kern deferred to Highway Superintendent Wayne Platte. Wayne
reported that the highway department would start paving the rest of
Hill Road on Wednesday of this week. The leaf pick up will be
approximately the first week in November after the leaves have fallen.
Superintendent of Highways Wayne Platte reported that the back hoe
broke down. The first and second gears are not working. The back hoe
was trucked to Pine Plains for a estimate. Wayne reported that the
estimate for the transmission was $700.00 and that the radiator and
water pump are leaking and that they have to be fixed also. The
estimate for the radiator and water pump was $1,200.00. Motion was made
by Councilman Gaddy and seconded by Councilman Queipo to fix the back
hoe. All present were in favor.
Councilman Queipo read the Building Inspector's monthly report for
Councilman Gaddy _ no report.
Councilman Smith reported that the newsletter will be going out
sometime this week.
Councilman Kern stated that the playground is still closed.
Supervisor Kern submitted three quotes for cleaning the town hall for
Supervisor Weiss. Motion to have Hannah Cleaning Service due the job
was made by Councilman Gaddy and seconded by Councilman Queipo.
Councilman Kern excused self, Councilman Gaddy, Councilman Queipo, and
Councilman Smith were in favor.
Deputy Supervisor Kern reported that we received the copies of the new
zoning this week.
Supervisor read the resolution for Halloween. Deputy Supervisor Kern
made the motion and Councilman Queipo seconded the motion to approve
the resolution. All four councilmen were in favor of the resolution.
QUESTIONS AND COMMENTS:
Brogden questioned the cost of the assessment cards. Deputy Supervisor
Kern stated that they will be completed by December 1st and he was not
certain of the complete cost of the project.
Mossl asked who would be taken care of the junk car problem. Deputy
Supervisor Kern stated that the Code Enforcement Officer.
Ivan Rion asked when the codes would be given out.
L. Joy, Town Clerk stated that her hours for November and December
would be Tuesday, Thursday and Saturday each week from 10 AM to 12 Noon
and January through May her hours would be 10 AM to 12 Noon Monday
through Saturday each week.
hearings are being held on Wednesdays for the month of October at 7 PM
and the Workshop Meeting will also be on Wednesday instead of Thursday.
The hearings and workshop meeting are open to the public.
Motion to adjourn at 8 PM was made
by Councilman Gaddy and seconded by Councilman Smith. All present were
Laura L. Joy
